CHICAGO U.S. Senator Dick Durbin (D-IL) and U.S. Representative Robin Kelly (D-IL-02) today unveiled two pieces of legislation they will introduce when Congress is back in session next week to expand and increase access to employment opportunities for at-risk youth. The Helping to Encourage Real Opportunity (HERO) for At-Risk Youth Act and the Creating Pathways for Youth Employment Act will increase federal resources for communities seeking to create or grow employment programs and provide tax incentives to businesses and employers to hire and retain youth from economically distressed areas.

3. Spends billions of dollars
4. Has a catchy acronym
5. The people it purports to help haven’t had any other government programs to help them up and they are looking for precisely this type of aid to lift them out of poverty
6. Programs like this have had wonderful, measurable results every time they’ve been tried in the past

The government PROHIBITS them from working if they can’t produce work valued at $15/hr or more.

This goes beyond “fairness”; I think it is a waste of time and money, but I know they are desperately trying to chip away at this massive bloc of people who have no concept of waking up each morning and doing something productive.

The “digital divide” is a convenient scapegoat, but I’ve seen too many ghetto folk with electronic gadgets worth more than the beat-up old car I drive to work to believe this. If they can’t even speak English, the gadgets can only be used to set up flash-robs and take gangsta selfies.
