I agree that paper ballots are preferable.
But, this is probably not a serious theft of voter data. If Cobb County GA is like the counties in Texas, the equipment used were small laptops with card readers to verify the drivers license is for a resident of the county. In most cases the data is password protected, but probably not encrypted. (it may be that the voter data for the entire state is on the laptop, people do move and fail to change address.)
Most likely, the thief thought he was stealing a laptop. Most thieves won’t have a clue how to start what they have stolen. And if the instructions are with the laptop? They are usually pretty badly written.
Yes, there is some potential for abuse of the data. But I don’t think this is a likely source of identity theft.

We should INSIST on paper ballot for ALL elections henceforth. I am perfectly comfortable waiting longer for results if the fraud is greatly reduced as a result.
A few theories (conspiracy, or otherwise, this occurred in My Precinct and affects My polling Place) -
1. Why would anyone steal this equipment unless they knew what it was and what it was used for?
2. How easy would it be to use this equipment and tap into the electronic voting network used in Georgia?
3. Given that DHS under emperor Hussein 0bama "attempted" to hack the Georgia voting system, is this a follow-up to ensure their success next time?

Maybe I don’t understand, but must ask why was this equipment in the Cobb County precinct manager’s car in the first place. Why isn’t important data handled like money and transported by secure couriers, and not by officials’ POVs?
