The IRS manager most directly responsible for the targeting of tea party groups has demanded that her deposition for an upcoiming class action lawsuit related to the scandal be kept secret.

Yuck fou, Lois.
A lawyer... what a surprise.
I “demand” that, when convicted, she be publicly hanged on the WDC mall for her many crimes.

I think that guy was running against Durbin.
Your story is similar to the one I remember reading.
I really doubt that. Historically, criminals and murderous authoritarians surround themselves with people who both agree with their goals, and know will be ruthless.
It's rare when they actually give specific orders. Their evil minions KNOW what their bosses want them to do, and in order to work their way up in the organization will be creative and inventive in working their leader's will.
Most mafiosi never had to tell their subordinates to murder someone. Just that the person is causing problems and needs to be "taken care of."
It's doubtful that Hitler actually gave an order to set up death camps to murder every Jew in the world. He had lieutenants he trusted to take care of the job of the "final solution to the Jewish problem."
While Learner didn't murder of commit genocide and war crimes, she DID do Obama's bidding, using her own creativity, she was certainly personally responsible for ruining countless lives. And she DID participate in a government criminal conspiracy against its citizens.
