That is neither vandalism or a prank. It is the commission of a crime. Instructions on how to commit intended malice makes one guilty of conspiracy.

Some years back, at a Community College, I took a class in supervision. The prof held up some book that was a best seller then, along the lines of tricks to use to backstab your way to the top.
He tore the author a new one and otherwise vilified the whole concept. He then asked for a show of hands for those who would read it. My was the only one, followed by a collective low level gasp.
He asked me if I believed in backstabbing my co-workers. I replied that if I read the book, I would recognize the techniques if they were tried on me and be better able to disarm any attempts.
You would think a professor would know that.
Only if bought and paid for prosecutors and judges say so.
Such books and booklets were many and widely read in the 60s and 70s. But technology and what is socially abhorrent have changed since then. Thus a new ones are “needed”.
But I suggest the same old games are still the most effecive:
