For the most part yes classified documents are associated with programs and are always marked at the highest level of information they contain. In general each program has a written Security Classification Guide that specifies how new or derived data/documents are to be handeled. The names of the programs may be unclassified and out in the open (e.g, the F-35 will have many classified documents associated with the crypto, communications, and weapons systems) or exist in the classified “black world” with code names. Always always a person must have the appropriate clearance and need to know to gain access.

I’ve been watching her for years, but I am sure many here don’t now of her heinous deeds in the past that she is surely working on more to do now to the detriment of our country.
