Any entity that can tax can pay. In this case it would make sense to sell the judgement to a party that collects this kind of paper as a business. Those companies frequently then set up payments and then sell the now-secured debt to 3rd parties.

This kind of debt is probably not dischargable.

They’ll pay, just over time. The winners will see around 1/2 before taxes.
