We need to make a permanent wall. Sure other ways such as what you are saying are interesting ADDITIONAL ways.
But the wall must be built.

That is an idea with some merit.
The cactus bed would need to be 10 to 15 feet or so wide and there would need to be vehicle traps included, perhaps similar to what in WW2 were called “Dragon’s Teeth” placed on five foot centers to prevent someone from driving a truck through the cactus. Adding an 8 footbarbed fence behind the cactus might also be a good idea. Such a barrier could be constructed rapidly, would be pretty effective and be very low maintenance.
