I think Ryan is trying to set up the strategy I have suggested would be the best result for the GOP. Fight like hell to get the GOP plan passed. But if it comes up short because the Dems block it, then so be it. Just let Obamacare die a natural death when the Dems can’t push thru a better plan.

If they really cared about limited government conservative voters they would have at least voted on full repeal in the House and Senate. Even if it had passed Trump would have vetoed it because he promised better coverage. It would have made Trump look more moderate.
Instead there is not even any lip service for limited government conservatives, or any help for Trump to broaden his appeal. Their only interest is the donor class of insurance companies and pharmaceutical firms. The prior votes for repealing was charades.
