EXECUTIVE ORDER

COMPREHENSIVE PLAN FOR REORGANIZING THE EXECUTIVE BRANCH
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. Purpose. This order is intended to improve the efficiency, effectiveness, and accountability of the executive branch by directing the Director of the Office of Management and Budget (Director) to propose a plan to reorganize governmental functions and eliminate unnecessary agencies (as defined in section 551(1) of title 5, United States Code), components of agencies, and agency programs.
Sec. 2. Proposed Plan to Improve the Efficiency, Effectiveness, and Accountability of Federal Agencies, Including, as Appropriate, to Eliminate or Reorganize Unnecessary or Redundant Federal Agencies. (a) Within 180 days of the date of this order, the head of each agency shall submit to the Director a proposed plan to reorganize the agency, if appropriate, in order to improve the efficiency, effectiveness, and accountability of that agency.
(b) The Director shall publish a notice in the Federal Register inviting the public to suggest improvements in the organization and functioning of the executive branch and shall consider the suggestions when formulating the proposed plan described in subsection (c) of this section.
(c) Within 180 days after the closing date for the submission of suggestions pursuant to subsection (b) of this section, the Director shall submit to the President a proposed plan to reorganize the executive branch in order to improve the efficiency, effectiveness, and accountability of agencies. The proposed plan shall include, as appropriate, recommendations to eliminate unnecessary agencies, components of agencies, and agency programs, and to merge functions. The proposed plan shall include recommendations for any legislation or administrative measures necessary to achieve the proposed reorganization.
(d) In developing the proposed plan described in subsection (c) of this section, the Director shall consider, in addition to any other relevant factors:
(i) whether some or all of the functions of an agency, a component, or a program are appropriate for the Federal Government or would be better left to State or local governments or to the private sector through free enterprise;
(ii) whether some or all of the functions of an agency, a component, or a program are redundant, including with those of another agency, component, or program;
(iii) whether certain administrative capabilities necessary for operating an agency, a component, or a program are redundant with those of another agency, component, or program;
(iv) whether the costs of continuing to operate an agency, a component, or a program are justified by the public benefits it provides; and
(v) the costs of shutting down or merging agencies, components, or programs, including the costs of addressing the equities of affected agency staff.
(e) In developing the proposed plan described in subsection (c) of this section, the Director shall consult with the head of each agency and, consistent with applicable law, with persons or entities outside the Federal Government with relevant expertise in organizational structure and management.
Sec. 3. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

“So what’s the goal? My experience in the private sector was that we (senior management) would set a reduction goal and then give the operating groups 1 month to come back with a plan on how they would achieve it. Further reductions were smiled upon.”
In this case, this isn’t anything like a private business because most private businesses are already running fairly efficiently and they don’t have multiple group with the same internal functions. That said, I think the opportunities here far outstrip what you could do with a downsizing in the private sector. It really comes down to just how big Trump’s balls are!

Farm subsidies, even those for people I like or products I buy should be eliminated. Phase them out over a short period (three to five years) to avoid the economic shock of a sudden cut off. Keep the food safety inspections.

“Pork” - projects funded only to make congressional districts happy need to go, and priorities need to be set. We need more readiness and less diversity training or ohter social engineering.

Eliminate the department and all its funding. No exceptions. Phase it out over three to five years with the amounts going to states as unconditional block grants.

Other than nuclear weapons (which should transfer to the Department of Defense), eliminate the department, phasing it out over 3-5 years.

This one is tricky and political, but I’d like to see the right cuts here - and politically-motivated funding disappear.

Like the military, there is good stuff here, but it should be reviewed line by line. Border Patrol and ICE should be expanded.

Not a federal role; phase it out.

I like NASA, but the question is not “what’s cool”, it’s “What can we afford?” Can we make enough cuts elsewhere that NASA is an appropriate use of our children’s tax dollars?

Social Security for the elderly is a contractual obligation and should not be touched for those currently retired or within 10 years of retirement. For those younger, keep increasing the retirement age gradually to 70 or 71, instead of hte current increase to 67 but at the same slow rate. As for social security disability, that should be a temporary, transition thing for most “disabled” on the program. Too many see it as a gold mine when they have milder problems than friends or relatives of mine who still work.

THIS is where the FRONT LINE will be drawn in this battle. And here Trump has gone and tossed the Golden Opportunity right into our very LAPS!

Having worked in industry, I can assure FReepers, that when a private industry appears to be TOO bloated, the CEO will swing a wide scythe.

An amendment to repeal the 17th Amendment is a solid discussion point on FR going on for years under Article V threads which are seeing great progress in state legislatures that it’s fast becoming a reality.

A key takeaway for repealing the 17th is that we need to think in terms of not voting them ‘in’, but voting them ‘out’. We can’t vote them out now using recall because a federal court ruled in the case of Sen. Frank Church that it was unconstitutional to do so.
Another info note is that today, the President wants ***Term Limits***. This will never happen from Congress itself. It can only happen practically through states under Article V of the Constitution.
My experience in the private sector was that departments would be given a budget target and told to suck it up. But I do think/hope his budget will be accomplishing that. Because if you just send people away to find things to cut, they won't find very much.
