Some were, but not in this case. The number set is just fancier that a set where all the number sat on the baseline. Having tails that extend on some numerals below the baseline is normal for this typeface. The 3, 4, 5, 7, and 9 have tails that reach below the base line of the font, just as the "p", "q" and "y" of the letter set does, although the numbers don't go quite as far. This makes the numbers look a bit fancier in combination. Look at the years, the serial number of the certificate, and anywhere else where the numbers are used together, and you will see that effect.

At the bottom it is month/day/year.
Weird.
With a typewriter when filling oouta pre-printed form, you would scroll the form up to position it to fill in each line. I would look for height differences from line to line. I dont think a computerized form would have varying heights.
On the other hand, this could be a trwp.
We should not pretend there are no remaining typewriters.

In 1961, it was a British Protectorate. They use the English weights and Measures. Not many nations had converted to the Metric system yet. It wasn't until a few years later that Kenya became independent.
It is NOT a proportional font. I did computer typesetting for a number of years and I know what I am talking about. Look at the stacked addressing on several lines where there are upper case mixed letters and you can see it is not proportional at all. Every letter is right above every letter on the lower line with no offset. You are losing your argument because there are ZERO facts to back your position.
That black footprint is just plain RACIST!
