From what my dad told me years ago the actual database for 911 centers was in Florida or at least the earlier versions of it that gave out callers address was located there. He was a Bell Tech and worked on data circuits and 911 circuits.

I remember when 911 went out of service for a very large community. Chicago suburbs I think. This was before cell phones. They placed firetrucks and ambulances on street corners throughout the city so people could reach emergency services for help. This went on for weeks.

AT&T‏Verified account @ATT Issue has been resolved that affected some calls to 911 from wireless customers. We apologize to those who were affected.
