FBI tried to get a FISA surveillance warrant on Trump and his campaign operation at Trump Tower in the summer, according to multiple reports, and only succeeded in getting one in October for people around him according to other reports. Investigators at the FBI may have done that on their own, but they did so in Obama's Attorney General's Department of Justice. One would think that a request to get a counter-espionage warrant that includes surveillance on a major-party presidential candidate or campaign would need some approvals from high up the hierarchy. It seems difficult to believe that the FBIs attorneys would go to the FISA court for that kind of request just on the say-so of field agents. Possible, but rather unlikely. The acting attorney general for Obama, Loretta Lynch, pursued the wiretapping order request and was turned down by the Fisa court which is a court of different appointees, appointed By Bush, Reagan, Carter, Obama and Bill clinton. Once the non partisan committee turned down the request, it goes to the appeal court which just happen to be all Bill Clinton appointed judges. Now we understand why Bill Clinton met with the attorney general on that airplane in secret. Denials of FISA applications by the FISC may be appealed to the Foreign Intelligence Surveillance Court of Review. The Court of Review is a three judge panel. Since its creation, the court has come into session twice: in 2002 and 2008. Who are these judges serving on the panel at the time of the election and who approved the Fisa warrant Appeal on wiretapping President Trump? 1) William Curtis Bryson, (Presiding). Nominated by Bill Clinton on June 22, 1994. 2) Jose Alberto Cabranes. Nominated by Bill Clinton on May 24, 1994. 3) Richard C. Tallman. Nominated by Bill Clinton on on October 20, 1999. Thus, one can see that Hillary Clinton operatives in the Federal Courts system were a sure guarantee for obtaining the wiretapping and were all political hacks appointed by Bill Clinton. Sessions said the other day that he was not informed of what the meeting was to be about but when asked to meet, he approved and met with the Russian Ambassador. Sessions said after the meeting was over he still had no idea what the purpose of the meeting was. Now we know.

I never bought the notion that they met on the airplane to discuss the email server-espionage act violations of Hillary.
The reason is that Hillary's investigation was suppressed and fixed long before that meeting, back when DOJ denied the FBI use of search warrants and a grand jury and handed out immunity agreements like candy to Hillary's people.
But discussing strategy on secretly wiretapping Trump, yes that is something that a meeting alone on a private airplane would make sense for.
