Paedophiles should not face jail for looking at pornographic images of children unless they are a physical threat to youngsters, says Britain’s most senior child protection officer.
Officers should instead focus on the most dangerous offenders who have access to youngsters or are directing abuse online, said chief constable Simon Bailey.

In a just world, the investigators would be confiscating his online devices to search for evidence and, most likely, locking him up.

Doesn’t it make sense to focus official law enforcement limited resources to immediate threats of actual physical crimes and criminal activity?
Or crimes already committed, such as the producing or selling of child pornography.
I should have added that I agree, possession of or viewing child pornography should indeed be a crime, accessory after the fact.
Pedophiles who have been found guilty of child rape should be executed. And that includes those who produce c. pornography.
