The U.S. Senate recently passed a NASA Transition Act of 2017 to cut the agencys funding for global warming "research" and get back to focusing upon space exploration priorities NASA was originally created to pursue. The bill will very likely be passed the in the House and signed into law by the president.
Senior Trump campaign advisor and former Republican Rep. Bob Walker told the Guardian that there is no need for NASA to do what he previously described to be politically correct environmental monitoring." Instead, "We see NASA in an exploration role in deep space research . . . Earth-centric science is better placed at other agencies where it is their prime mission."
Walker added that while he believes that climate research is necessary, " . . . it has been heavily politicized, which has determined a lot of the work that researchers have been doing. Mr Trumps decisions will be based upon solid science, not politicized science."

or just have the head of NASA do this by steering its own budget.

LOL! Not going back. I checked on the house we sold in Cocoa in 2011 and it’s almost doubled in value since we sold it. Besides, the humidity............. Heck, I broke a sweat just thinkin’ about it.
This is dubious at best. Obama tasked NASA with the Climate Change Agenda and outsourced space exploration (AND beaucoup bucks) to his buddy, Elon Musk at SpaceX. Do we think NASA will return to space exploration or do we think NASA will just go defunct. Time will tell.
I can’t figure why they are not working hand in hand with the private space ventures. Cut the global warming cram and take a hunk out of the bloated bureaucracy and get back to the big stuff. Why can’t you ask private industry to build you a lunar lander for a fixed budget amount?
Do you want to go to the moon again? Do you want to establish a base there or do you want to go to Mars? One builds on the other it would seem. But NASA needs to embrace some of the private company ideals.
