I hope President Trump is working on this, but it will take Congress’ efforts. In the upcoming budget, just strike funds to all cities and States that are not used directly for Federal programs (think highways - but not bike paths), take the spending cuts to the bottom line. This is 1) a good thing on principle 2) avoids another nonsense lawsuit by commie’s if funding is cut to some/most big cities.

Of course, cutting all Federal programs needs to happen anyway and is on top of this.

Funding of States and Cities are local problems and the costs should not be ‘mutualized” across the entire nation.
