President Donald Trump said Friday that he will defer to the judgment of Defense Secretary James Mattis that torture and waterboarding should continue to be banned in the interrogations of terror suspects.
"He has stated publicly that he does not necessarily believe in torture or waterboarding or however you want to define it," Trump said of Mattis, a retired Marine general who had commands in Iraq and Afghanistan. "I don't necessarily agree, but he [Mattis] will override because I'm giving him that power."
"I'm going to rely on him" on so-called "enhanced interrogation techniques," Trump said, though "I happen to believe it does work."
Trump said Mattis told him in December that he could get more out of a terror suspect with "a pack of cigarettes and a beer" than he could with torture.

Waterboarding is a mild form of data extraction. Use it or we will lose.
He will defer to Mattis but I believe Mattis knows clearly how the President thinks on this subject and may have gotten the hint of what to do.

I had a boss once that had a “turn’em loose & let’em produce” theory of management. He knew that if creative productive people were just left alone that he, as boss, would eventually get the credit. He was right, this guy just kept going up the ladder.
This is apparently Trump’s style, and I like it. So opposite of micromanaging lefties.
The President needs plausible deniability. He shouldn’t care how we get sensitive security info, just that we got it.
Understanding General Mattis is often complicated and amusing. Both smoking and alcohol are prohibited in Islam.(Quran & Fatwa 81589).
Another Mattis example is when asked where suicide bombers go, Mattis replied, everywhere.

I don’t get the uncertainty over whether waterboarding works. If it’s been succesfully used to extract valuable information then it works. Surely this has been studied and is known. Yet the debate always seems to get hung on the question of whether it works.
Trump is being a true executive, not an arrogant ego like Obama.
He picks people for the executive authority roles he thinks they will do a good job in. He may disagree with them, and on some matters he may override their choices. On some matters he may still prefer a choice different than theirs, but understanding they do not disagree on goals, he will let them have the choice they think best.
Each such difference of opinion has its own context, and a good executive is in the end looking at the goals as the chief priority, and will choose when any difference on means is a priority to them or not. Should there come a time when something happens that makes Trump think Mattis’ way caused a mistake, Trump may yet override Mattis.
