The commenter had awkward wording.
If you remove California’s votes (Trump’s and Hillary’s) from the total votes across the country, Trump totals more votes than Hillary in the imaginary “popular vote” when you total the votes of the other 49 states.
It’s hard to word that simply but hope that helps.

When that woman who got the ball rolling trying to prove
voter fraud (only in states Trump won mind you); the count
only proved that Hitler-y actually had FEWER votes than
originally thought. Then, OTOH, Trump came out having MORE
votes. She wanted to “recount” more states that Trump won,
but the court finally put a stop to her silliness.
Now; Trump agrees to recount the votes across the board,
but Hitler-y isn’t really pushing that notion.
