This happened on Inauguration Day in Washington DC just after Donald Trump swore into office. Everything had been fine up until this moment, and it just comes to show that "Peaceful" Protests aren't always what they seem to be.
The sleeve shown in the video of the arm with the lighter was black, I’m pretty sure.

From watching it over and over again, it appears to be the one I point out. Open to debate.

Unless the frizzy haired girl has arms that are 6 feet long, she could not be the one. She’s too far back when it starts. Watch the one with the blue ski hat. She bends down behind the girl with the yellow jacket and disappears right before the girl’s hair catches on fire.

Now they need to find her and arrest her.
Charge her with attempted murder or at least felony assault.

She’s in the right position to be the assailant. The only other one in the frame attired similarly would be the fat guy in the hoo-hoo hat.
The woman with the lighter and her accomplices need to face justice. This is well beyond simple assault.
Charges must be brought. P-Marlowe is right. It was the girl in the Blue skullcap. The one I pointed out is looking down at her hand and knew she did it. Then, she tried to face off with the girl whose hair was lit on fire.
Need to have the DC police send out a BOLO. Anyone with any contacts at the DC police?

It is a felony to try to set someone’s hair on fire. Felony assault, battery and arson.
I suspect the perp is an illegal alien or a “dreamer”. If caught and convicted she could serve 5-10 years and then get deported.
This is a federal crime and IIRC federal crimes have much stiffer mandatory sentences.

The father and friends of the girl assaulted are on this on Reddit...word is getting out. Hopefully law enforcement will be aggressive- someone who would do this is a real danger. They need to be incarcerated.
That raincoat appears to be made of nylon or polyester and was probably extremely flammable and if it hadn’t been caught immediately then she could have killed that girl.
I think 10 years to life would be appropriate (as long as she was deported after she served her time.)
