They don’t think so. Think about it. The elected and appointed leaders come and go - the rest of the employees stay put and continue doing what they do.
Even after Kennedy fired Allen Dulles over the bay of pigs, the CIA continued doing stuff that he didn’t even sign off on. It’s been written that Kennedy had said he was going to dismantle the CIA. That’s why some people think the CIA had a hand in his assassination.

Also, I concur that if leaders come and go, then it stands to reason that TRUMP will have to go deeper than just cutting off the *heads* of the IC agencies.
I said as much in another thread that *appointees* oversee and lead, but as you report there are those underlings willing to do the nefarious bidding, the dirty work, for these nefarious *heads*.
These people will quietly disappear over time if rooted out and exposed.
If TRUMP folds up and shrinks these agencies, bringing the Intel “Community” to manageable numbers, there will be some very sore actors found to be jobless. Look out.
