From the article:
"Unlike in states, where the governor appoints the National Guard commander, in the District that duty falls to the president. Schwartz said that he has not been told why he was asked to step down. Im a soldier, he said, noting that he was following orders and has no regrets. Im a presidential appointee, therefore the president has the power to remove me.
He was removed by Obama, and doesn't know why. This sounds like something out of the film "JFK." We are facing what will unarguably be the most contentious inauguration of the last hundred years, and one of the main security officials is being removed right in the middle of it.

"He was removed by Obama, and doesn't know why."My thought:
Obama can't fire someone at 12:01 PM because he is no longer President. He can fire someone till 11:59:59 AM while he still has power.
My next thought:
Between 0bama and PE Trump, Biden is President for a nano second. yikes.
