Every legacy can be summed up in a few words. I know the temptation is to go into detail but I think the future will summarize as I have here.
Legacies:

* carter: Iran Hostage Crisis
* Reagan: Fall of Berlin Wall and Iron Curtain
* George H.W. Bush: (I got nothing)
* billy bj clinton: Monica Lewinski
* George Bush: Leadership when 9/11 occurred
* obozo: obozocare (not in a good way)
* Trump: Made America Great Again

He did evil in the sight of the LORD.
GOD didn’t stop judging kings...
May I suggest:

Herbert gets off very easily in your legacy list. He was very evil over a nice long time. Probably the most successfully evil one of the whole gang.
No one did in Watergate.
The Berlin Wall came down under President George H.W. Bush.
