Sen. Ted Cruz (R-TX), Sen. Dean Heller (R-NV), and Sen. Marco Rubio (R-FL) have introduced the Jerusalem Embassy and Recognition Act, which would move the U.S. Embassy in Israel to Jerusalem, and therefore recognize Jerusalem as Israel's capital city. Currently, the U.S. Embassy is located in Tel Aviv.
In a statement, Sen. Cruz said that it was "finally time" to move the embassy.
Jerusalem is the eternal and undivided capital of Israel, Sen. Cruz said. Unfortunately, the Obama administration's vendetta against the Jewish state has been so vicious that to even utter this simple truth - let alone the reality that Jerusalem is the appropriate venue for the American embassy in Israel - is shocking in some circles. But it is finally time to cut through the double-speak and broken promises and do what Congress said we should do in 1995: formally move our embassy to the capital of our great ally Israel. I am pleased to co-sponsor this legislation with Senator Heller and Senator Rubio, and I look forward to working with the Trump administration to make this happen.
In 1995, Congress passed The Jerusalem Embassy and Relocation Act, which was supposed to move the embassy to Jerusalem. More than 20 years later, this has not yet happened.
President-elect Donald Trump has stated that he thinks the embassy should be in Jerusalem.

When did Ted submit a bill to the floor to move our embassy to Jerusalem before this?
Now Ted does it before Trump is even sworn in. I still say Ted is trying to preempt Trump here.

Ted has been on Capital Hill for four years. Did he once try to bring a bill to the floor to move our embassy to Jerusalem? No.
Yes Trump has said he plans to do it, but Trump isn’t in office and can’t officially ask anyone to do this.
This is Ted being Ted. He wants the credit for this. This won’t be his last move trying to preempt Trump either.
Watch as over the next few months Ted submits bill after bill before Trump has time to address each thing he plans to.
Tead will be seeking to show everyone how much better it would have been if he had been elected instead of Trump.

A few years ago, Congress tried to remove the waiver, but it failed.
Trump would not seem to need further authorization from Congress.
Hard to know what Cruz is proposing without the exact text, but it does look like he’s grandstanding.

Each President since 1995, once elected, has refused to act.
If Trump forces the issue, maybe then the American People will see plainly that we really need to drain that swamp.
To receive full Congressional funding for the move, I believe the 1995 Act required that the embassy be established in Jerusalem no later than May 31, 1999.
That deadline of course came and went.
