You need not be indicted or charged to be pardoned. Gerald Ford pardoned Richard Nixon, who had not been charged with anything at that point. The Presidential pardon power is absolute and extends to all offenses against the United States, including Treason. However, under Article 2, Section 2, the Presidential Pardon power does not extend to Impeachment.

That is wrong. See the Heritage Foundation’s discussion of the Pardon Clause. The only thing a pardon cannot forgive is a future crime.

A president can pardon anyone, even if charges have never been presented. But, accepting a pardon is essentially admitting guilt, at least, that is what most people would see it as.
