Since the story is rather vague. If this registration system was part of a law, then Obama can't “scrap” it without the approval of congress. If it is simply a regulation or executive order, then it doesn't really matter if Obama scraps it because Trump can just unscrap by reinstating the regulation or executive order. So either way Obama loses..

My grandfather was a very prominent member of the local Democrat Party. They tried to get him to run for Mayor. Four years of Carter turned him white as a sheet, and he concluded that he had no option but to vote Reagan.

As for me, sitting in school with my coat on, the thermostat cranked down to 60, and half the lights turned off convinced me I would never be a Democrat.
