The Federal Aviation Administration is investigating why pilots trying to land at the Boise Airport were met with silence from air traffic controllers during the early hours of Nov. 19.
Boise Police officers and paramedics were called out to the air traffic control tower at 2:41 a.m. for a welfare check after learning that pilots and airport officials had been unable to reach the tower operators, despite trying multiple radio frequencies, telephone and the emergency "red phone."
The first officers on scene wrote in a report that after reaching a locked gate, they used a spotlight to flash the tower and turned on their sirens and air horn in order to alert the people inside, but got no response.

Once inside the elevator, several of the officers noticed an odor of marijuana coming from the employee. Officer Andrew Morlock wrote in a report that his "demeanor appeared to be slow and confused as to what was going on."

"The individual in the tower seemed very groggy and sluggish, what I would describe as dazed and confused," ..
The employee admitted he had fallen asleep while he was supposed to be monitoring air traffic..

"We spoke with .. both of them appeared to be unconcerned about the situation and the severity of not being able to contact with the Air Traffic Control Tower," ... there were two Life Flight helicopters requesting permission to land and could not get a response from the tower. Again [redacted] did not appear to be too concerned about the situation while we were speaking with him and stood and smiled."

The officers say as they were leaving the tower, they again smelled marijuana... the tower "was calling out wrong runways and directions" to pilots trying to and at the airport.

FAA changed the way it hires controllers about two years ago.
They have recently been hiring more of them off the street, instead of candidates with military or college aviation training.

Yep. The AA hires they have had have been terrible. They are stupid and confused and can’t keep traffic straight or their commands straight. One AA idiot thought as long as he told me about traffic at the airport it was OK to have that traffic headed in my direction head on.
Coming to a tower near you in Colorado and California. They should not only be fired but get jail time for endangering lives.
It is worse than that, they purged all the WHITE QUALIFIED AND TRAINED APPLICANTS and are being Sued over it by the applicants.
Pilots on multiple frequencies trying to get hold of the tower, phones ringing off the hook....And they see no problem? Fascinating.

When I was learning many years ago at Van Nuys, they bring trainees there sometimes.
Both runways in operation 16R/16L, multiple aircraft in both patterns, the controllers, BOTH OF THEM, gave each of us on downwind Clearance to Land, unfortunately there was a Plane on Short Final for BOTH RUNWAYS, needless to say all Four of us did immediate 180 turns to avoid hitting each other. That controller was sent to Magu Approach after that for less stressful training.
