President Barack Obama is expected to move to indefinitely block drilling in vast swaths of U.S. waters by invoking a provision in a 1953 law that governs offshore leases.
The announcement is anticipated as early as Tuesday, people briefed on the plan told the Associated Press. The White House declined to comment to the AP.
The law allows a president to withdraw any currently unleased lands in the Outer Continental Shelf from future lease sales. There is no provision in the law that allows the executive's successor to repeal the decision, so President-elect Donald Trump would not be able to easily brush aside the action.
Trump has vowed to open more federal land to oil and natural gas production in a bid to boost U.S. output. Obama's move would essentially put most of the Arctic and Atlantic oceans permanently off limits, though the prospects for drilling in the affected areas in the near future were already questionable.

Obama has used the same tactic against the Republicans and the people for the last eight years. It's quite effective.
In fact, looking at Trump's First 100 Days list, that's exactly the effect he's about to create. He's going to open up dozens of fronts all at once, and institute so much radical reformist action, the left will be out of breath, running from one thing to the next. They'll be bumping into each other, screaming in panic with their hair on fire.
