This is the kinda crap that will make Trump double-down on being a successful President in his first term so that he will get a landslide mandate bigger than Reagan’s in his second term.
Average voters in Democrat states aren’t all that interested in global warming. Look at what happened to the Kyoto Accords in Congress when Clinton was president. If Democrats were going to get serious in the way that Cort wants them to, it would cost them votes.

People living in isolated geographical areas are at much greater risk of having their needs ignored than people who are bunched up together in a populated city. The extra electoral power is needed to balance out that risk.
