I would wait tell she is at least eight. I really think that the child should be aware how lethal a hand gun or rifle is before being taught to shoot.
A 3yoa is not to young to give some very basic safety lessens to and many a 5yoa has been taken out shooting with close supervision.
I can see five for air rifle or bb gun and I think any age if there is a gun in the house appropriate gun safety is necessary. a three year old needs to know that it is not a toy.

My daughter was shooting BB guns at three, .22s at five. At fourteen she was an NRA junior instructor in pistol, rifle, and shotgun.
Attemtoing to get a Navy SEAL barred from the use of firearms.... sounds like the punchline of a very bad joke.
This is beyond silly. Why shouldn’t an honest non felonious adult have the right to carry a firearm to protect himself and loved ones at any time except for bars, airports, and crazy leftist places with a no gun sign.
The way CT law is written on the storage of firearms would put over 50% of gun owners behind bars if it were strictly enforced. Even some cops would end up in jail. At some point they are going to go after us.

It knocked me on my a**, but when I got up and saw a chunk blown out of the target, Dad taught me one of the most important lessons in my life. He said "Son, that could have been my head. Or your brother's. Or one of your friends'. Guns aren't toys, and they're not like you see on TV (loved Gunsmoke and High Chaparral at the time). People can get killed if you treat them like toys." 7-8 is about right for the first .22. I was delayed with my girls due to moves and work so didn’t get around to it until they were 8 and 10. By then they could handle the handgun as well as the rifle. Got’em some .223 time as well. Good day.
Gotta do that again soon.
