Senate Quietly Passes The "Countering Disinformation And Propaganda Act"

Also called the Countering Information Warfare Act of 2016 (S. 2692), when introduced in March by Sen. Rob Portman, the legislation represents a dramatic return to Cold War-era government propaganda battles. “These countries spend vast sums of money on advanced broadcast and digital media capabilities, targeted campaigns, funding of foreign political movements, and other efforts to influence key audiences and populations,” Portman explained, adding that while the U.S. spends a relatively small amount on its Voice of America, the Kremlin provides enormous funding for its news organization, RT.“Surprisingly,”

Portman continued, “there is currently no single U.S. governmental agency or department charged with the national level development, integration and synchronization of whole-of-government strategies to counter foreign propaganda and disinformation.”

The passage of this bill in the Senate today takes us one critical step closer to effectively confronting the extensive, and destabilizing, foreign propaganda and disinformation operations being waged against us. While the propaganda and disinformation threat has grown, the U.S. government has been asleep at the wheel. Today we are finally signaling that enough is enough;

In other words, they passed a bill aimed at shutting us up because their utopian dream of an American Dictatorship under Frau Hillary was halted by citizen journalists and they’re reeeeeal mad about it.

Countering Information Warfare Act of 2016

“This bill expresses the sense of Congress that:

foreign governments, including the governments of the Russian Federation and China, use disinformation and other propaganda tools to undermine the national security objectives of the United States and key allies and partners;
the U.S. government should develop a comprehensive strategy to counter foreign disinformation and propaganda and assert leadership in developing a fact-based strategic narrative; and
an important element of this strategy should be to promote an independent press in countries that are vulnerable to foreign disinformation.
The Department of State shall establish a Center for Information Analysis and Response to:

lead and coordinate the collection and analysis of information on foreign government information warfare efforts;
establish a framework for the integration of critical data and analysis on foreign propaganda and disinformation efforts into the development of national strategy; and
develop and synchronize government initiatives to expose and counter foreign information operations directed against U.S. national security interests and advance fact-based narratives that support U.S. allies and interests.
When selecting participants for U.S. educational and cultural exchange programs, special consideration shall be given to students and community leaders from populations and countries deemed vulnerable to foreign propaganda and disinformation campaigns.”

They used the adjective “comprehensive” so it must be good! Series, we don’t have an independent press in this country and getting the facts from our own government is like pulling teeth. But they want to set up yet another national security apparatus.

No, they simply want to bolster VOA which is broadcast throughout the world in order to counter the propaganda that is being fed to the citizens of hostile countries such as China and North Korea....

In another time, Radio Free Europe served the same purpose.....

I guess “It isn’t disinformation and propaganda when we do it”. It is OK when we stick our 2 cents worth in other governments - ex. Iraq, Afghanistan, Syria, Libya, Israel, UK, to mention a few.
