Why have a law if it is ignored? At lest it's being ignored on a case by case basis by the body that made it, not the whim of the long legged mack daddy.

The law includes the right of Congress to approve a waiver on a case by case basis
The law is apparently being followed and Trump has been told the waiver will not be a problem

Mattis quotesMy fav:
You go into Afghanistan, you got guys who slap women around for five years because they didn't wear a veil. You know, guys like that ain't got no manhood left anyway. So it's a hell of a lot of fun to shoot them. Actually it's quite fun to fight them, you know. It's a hell of a hoot. It's fun to shoot some people. I'll be right up there with you. I like brawling.

Small point....Patton’s pistols had ivory handles. Patton said pearl handles were for a New Orleans pimp.

“Why have a law if it is ignored?”
It will not be ignored. Congress can pass a waiver to this law - as the text of the law, itself, indicates is an option. It isn’t used much, but when you have a particular individual that a President really wants or needs, then there has to be a way to allow practicality to overcome legalism.
FYI, I’m a lawyer - but I realize (unlike many in my profession) that the law is a tool that is supposed to be used to benefit society, not an end unto itself.
