Failing in Philly:
As of noon Monday, the Philadelphia city Board of Elections had received petitions for 35 of the 1,686 voting divisions in Philadelphia, according to City Commissioner Al Schmidt. Hes spoken with organizers who expect another 15 to be filed. That means that only about 50 of the 1,686 voting divisions in Philadelphia, or about 3 percent, would be recounted as a part of Steins effort.

Don't be surprised if Philly alone comes up with +10,000 votes for Hillary.
The laws against frivolous recounts are also worthless: they'll simply venue shop to find a compliant judge and get a court order to force a recount.
They are really trying to steal the election, and we had better wake up and smell the sewage backing up out of the Democratic Party cesspool.
That’s interesting: 3% of the Philly precincts to be recounted. Since they were probably 90% for Hillary, they’d have to find a lot of new votes to have any impact. There aren’t enough votes to flip in the sample to make any difference.
But, I suppose the rationale would be to extend the count state-wide if those 3% show significant movement. An interesting strategy if planned in advance.
