The Detroit Free Press said the recount will be a monumental task for the Secretary of State and 83 county clerks around Michigan and that the state will hand count each ballot if a recount is requested.
Michigans recount rules say that a candidate who believes that the canvass of the votes cast on the office may be incorrect because of possible fraud or mistake in the precinct returns may petition for a recount of the votes cast in the precincts involved.
Michigan charges $125 per precinct for a recount. Opposing candidates can submit objections to the recount request to the Board of County Canvassers, Michigans recount rules say.
In contrast, Wisconsin does not mandate hand counting of ballots and uses a mixture of electronic machines and paper ballots. Pennsylvania is one of a few states to rely almost exclusively on electronic machines without any paper records.

The rest of your post is correct, but this statement is slightly wrong. In PA a candidate cannot request a county recount (this has been misstated in several articles.) Only citizens, not candidates, can request at county level.
He has made a public statement, calling it a scam.

Then DJT should come out with 120K new ballots with a 90% to 10% count for Trump.
How can someone with 1% of the vote be considered “aggrieved” in the first place? Doesn’t that term require that she had suffered some harm?
In some states, the candidate for a party must get a certain % of the votes to qualify to be on the ballot in the subsequent election, I believe.
I don’t know what the threshold for that is and whether or not Stien met it.
The reputation of a state’s election officials is based on their getting it right - the first time.
If, in a recount, the numbers are off significantly from the initial count, it calls into question the integrity and competence of those election officials. They will want the recount to mirror the original count as closely as possible to ensure that their reputations remain intact.

Since you are in Pennsylvania, do you agree that Steins/Clinton’s chances of getting a statewide recount/audit request approved by a judge are next to nil in Pennsylvania?
I guess we could find out as soon as Monday or by mid-week whether their will be any of this recount BS in Pennsylvania (or likely not), since she must go to court this Monday after the election results are certified by the SOS and has no evidence to back up her claims. Hopefully for all of us she wont get her hearing in front of the most corrupt partisan judge in Pennsylvania!!!

All I can say is that there is a standard, and if they rule on the law there is no reason for them to grant a recount.
If it comes to a recount, Trump and the RNC will have a lawyer/lawyers in every place where the recount is going on.
It gives me a huge pain in the rear when I read cavalier comments by (some) FReepers about how easy it is to manufacture thousands of votes. It's much easier to create fake voters than it is to gin up votes once the process is underway. That's why the registration organizers are usually the ones investigated, not the election officials.
