That is incorrect. I posted the pertinent part of the PA Constitution last night.
Candidates have no standing to petition county boards for recounts, individual citizens would have to do that in every county. The only kind of a recount that a candidate has standing to pursue is a statewide recount, and unless that is a mandatory threshold recount (<0.5% in PA) it must always be ordered by a court.

And as somebody posted earlier and elsewhere, in Wisconsin only votes that were counted the first time will be recounted. Not ballots that appear in the trunk of a Buick.

Don’t you think the Clinton machine will just shop around for a judge to order a recount based on some flimsy excuse?
The only thing I can think of that would make a judge do the right thing is for the Trump campaign to hire a legal firm that is known to be deadly.
