A corporation is not the same as a “collection of people”.
It specifically has officers. And a Charter. There might be other requirements.
Lots of private organizations have officers and charters. Organizations can reasonably be expected to act in their own interest. Rather than prohibiting people from associating with one another when those folks react to government imposed disincentives, it would make far more sense to remove the disincentives.
