Ahem...Yes, I am confused because of your incomplete post. I would not be confused if you would:
1. Post proper title—it is incorrect.
2. Put in links to your sources. You originally provided nothing to indicate Chinese ownership until I ASKED.
3. I am not familiar with your source, and how they are aware of all this information...Published in 1999 in their Personal Update News Journal. Seems like a good source for Christian news and evangelism, but the article is 17 years old.
Bloomberg and Wikipedia do not list Hutchinson Whampoa—Are you certain the information is accurate and current? IF so, perhaps this information should be sent to the Sec. of the Navy.

“In conclusion, this Law 5 reportedly does the following: It gives responsibility for hiring new pilots for the canal who control the ships passing through the canal. It gives Hutchison Whampoa, the Chinese company, the right to possess Rodman Naval Station when it reverts to Panama this year. It gives the authority to control the order of ships utilizing the entrance to the canal and to deny ships access to the ports and entrances of the canal, if they are deemed to be interfering with Hutchinsons business operations. Contrast this with the explicit grant of expeditious passage in the 1977 treaty, which the Panama Canal treaty gave to the U.S. Navy.
Now we are seeing the Chinese Communistsand there are thousands of Chinese now in Panama. People say: Well, it is private business. There is no private business in China. It is all controlled by the government, whatever they do.”
China already is gatekeeper for the Panama Canal with a 50-year lease under the Chinese Hong Kong corporation Hutchison Whampoa. It affords Beijing an excellent opportunity to gather intelligence on U.S. warships which now go through the canal.
