I've looked everywhere in the Constitution and I don't see Food Policy. But then, this is the Sacramento
Bee, who not only has an alternate copy of the Constitution but inhabits an alternate universe.
"Good" policy means "one we like". I'd like to put them on a steady diet of Mooch's school lunches and ask them about that "good" food policy in about a month.
