Not a PA thing. Just the reporter getting confused. He probably meant the owner had a CC permit. Which it turns out was expired. But the DA just said to renew it and no fine for being expired “due to the circumstances.”

Another report says the customer’s carry permit had recently expired. Surprisingly enough, he didn’t get charged with “illegal carry” because of the incident. But, police “urged” citizens to avoid violence and “vigilant” acts. Another WTH.

All the cop TV shows going back to the '60s talk about a gun being 'registered to...' so-and-so. That's where a lot of the indoctrination comes from.
Author probably deliberately used 'registered' rather than 'licensed'.
When I renewed my permit a couple of years ago, the lady told me that if my new permit didn't arrive before the old one expired, just open carry in the interim. I didn't have to do that, it arrived in time.

The PA state police have an ILLEGAL registry of handguns. Information is supposed to be destroyed after a given time, they they have it. Hope that Trump fixes illegal things such as this.
