This is a bad idea of his all around. The anti-nepotism laws aside, there is no reason his family members should know everything that is going on.
Trump is a master delegater. And he values the advice from certain key people on this planet. It’s been obvious, for some time now, that some of those people are related to him.
But who wants advice from a trusted individual who doesn’t have all the facts???
So of course he’s asking for clearance. Nothing more to this story.

The ‘bad idea’ was for Hillary to get Huma Abedin every clearance she has. Same thing goes for a lot of people in the Obama Administration.
The PDB is a Presidential Decision Brief constructed solely for the President and those he sees fit to see. Give it to him now, or on January 20, 2017 President Trump will authorize the clearance himself. He doesn’t need to ‘ask’ for it then. If he sees Jared as a TRUSTED advisor, I see nothing wrong with it.
It’s not a bad idea, it’s SOP. There is no way to guarantee his family will not encounter classified information while around Trump. So the SOP is to provide a standard Secret clearance to family who will be with the potus on occasions.
Kushner is not directly related so it may indeed take a while. Most of Trump’s immediate family will already be vetted in Trump’s clearance documentation.
