Article 1 Section 9:

No title of nobility shall be granted by the United States: and no person holding any office of profit or trust under them, shall, without the consent of the Congress, accept of any present, emolument, office, or title, of any kind whatever, from any king, prince, or foreign state

Throughout the existence of the Clinton Foundation (up to Hillary’s resignation as SecState) Bill or Hillary was on the Federal payroll. Now suppose that the Clinton Foundation did some good, and was not a scam for Clinton enrichment. Even then, the foundation would be for the aggrandizement of the Clinton image - and acceptance of contributions to it by a foreign government is presumptively corrupt.

You or I could accept money from a foreign government for a charity named after us, without so much as a “by your leave” to the US Congress. But a sitting senator or a Secretary of State has to have an Act of Congress to make that legit. And the Clintons never did. IMHO a lawsuit would force the Clintons to divest the Foundation of all foreign government money. Without reference to the charitable nature of the foundation.
