During my military years I practiced for the throat, and grouped there very well. I have never seen body armor that would stop even a nearly spent round at extreme range if it hit the throat.

If I shoot, even in my own home in the anti-citizen People’s Republic of Maryland, I will shoot to stop the threat. That may be a head shot on a target that is standing still. It may be two in the chest and then one in the head on a moving target that will hopefully be slower when I get to the head shot. But my goal is to stop the threat, nothing more. Certainly nothing more that I would verbalize.
