Honestly that sounds like the DOJ is blocking the FBI.
He said that the DOJ has not approved a warrant.
Technically it's the DOJ that goes to court and ask for a warrant.
Obviously this is why special prosecutors should be appointed. We are in a Constitutional crisis.

This could tell us what happened. Comey was stonewalled by Lynch who refused to ask for a warrant.
