Two things going on - the witch is trying to steal an election, and Commie has ruined the FBI and it gets worse for the FBI every single day that the Wikileaks keeps dropping things.
So Commie reopening the investigation, says you can’t talk about an ongoing investigation to try to shield new info from coming out, starts saving some face and hedging the FBI for when Trump wins. If the witch steals it, FBI quietly drops the investigation after the 8th.
Well I guess it helps Hillary in one way, that she can use the excuse of not being able to talk about an ongoing investigation whenever she had to dodge a question about e-mails. She can start using that instead of the Putin lie.

Unless he's a complete fool, he has to know that there's no way to weasel out of this.
There are many career agents (with their integrity still intact and rage boiling) that sooner or later will blow the lid off of all of this if he doesn't come at least semi-clean.
