This might be the best 'guess' yet. I do not think Comey could do this with out Obama knowing first. Maybe de-facto, but Obama 'blessed' this.

If it were to come to RWII, I would like to think that the Joint Chief's and most of the military would be on our side.

That’s a big part of it, sure. Just the chance that Trump might win now puts everything in a new light. Imagine Atty General Giuliani on this as RICO and Espionage Act crimes. That scares the hell out of them.
