I would suspect it’s Axis deer since you correctly stated it is illegal to sell the meat of a state recognized game animal. Axis deer and Elk are now running feral in several parts of Texas, they can be hunted at any time and the meat sold to restaurants or private individuals. These are Hi-Fence escapees, usually the result of a water gap failure. Exotic game ranches sometimes sell off excess animals to keep the populations in check, those also can end up in restaurants.
Pennsylvania, Michigan and Georgia were my first three guesses.
I have a good friend, well - known author - from SoCal who was shocked when I told him I was taking him to Arby’s for dinner......insulted.
He told me how terrible they were. I think I read somewhere that nationally they are rated #8 out of the 10 fast-food shops. I assured him he’d love it - he couldn’t believe I was treating him like that.
He was shocked. Said the roast chicken was equal to the best he’d ever had at a place in SoCal. He loved it - and was shocked.
You cannot comprehend the quality - the “Ruth’s Chris” of fast food. The stores are elegant, 1st class in every way. Bathrooms are granite. On Sundays classical music is in the background. You have to experience one to believe it......

How high can axis deer jump?
I was in rural Texas last week riding my mtn bike on private property, and they had a game fence topped with a string or barb wire. I got lost and ended up on the wrong side of the fence. For one second I considered scaling the fence, before I thought better.
What’s next road kill?
We will definitely try one. We have an Arby’s down the street.

Hopefully all year. Don't east fast food much but will stop to see what they're like. Glad deer ranching is strong enough to support supplying chains.
Now to the correct list
I hope it’s not road kill like some Chinese restaurants use.
Hope they don’t get meat anywhere near NW AR, SW MO, NE OK, SE KS. CWD is really getting widespread in that area. We are 200 miles south and we are already worried that our deer may have CWD in the Ouachita Mountain area.
OMG those Arby’s ads are killer since we are both dieting.
