Don't know about buses. If electronically controlled, which, in this case, it appears to be (since there's no one outside the bus manually operating valves), could be accidental, as there are dozens of switches on the control panels in a newer bus, or malfunction (less likely, as it's a new bus).

I’ve seen some panels in new buses and there are some switches with red safety covers. Don’t know if one of them would be the dump switch but it sure could use one. OTOH, that bus was parked over a street sewer drain and the driver knew exactly what he was doing.
