So they can’t claim they didn’t realize they dumped. It had to be a deliberate act.
Don't know about buses. If electronically controlled, which, in this case, it appears to be (since there's no one outside the bus manually operating valves), could be accidental, as there are dozens of switches on the control panels in a newer bus, or malfunction (less likely, as it's a new bus).
