Haiti and Africa Projects Shed Light on Clinton’s Public-Private Web

As chief of staff and counselor to Hillary Clinton at the State Department, Cheryl Mills worked ceaselessly to help a South Korean garment maker open a factory in Haiti, the centerpiece of United States government efforts to jump-start the island nation’s economy after the 2010 earthquake.

Ms. Mills took the lead on smoothing the way for the company, Sae-A Trading, which secured millions of dollars in incentives to make its Haiti investment more attractive, despite criticism of its labor record elsewhere. When she presided over the project’s unveiling in September 2010, she introduced Sae-A’s chairman, Woong-ki Kim, as the most important person at the ceremony, which included Mrs. Clinton and the Haitian prime minister.

Mr. Kim would later become important to Ms. Mills in a far more personal way — as a financial backer of a company she started after leaving the State Department in 2013. The company, BlackIvy Group, is pursuing infrastructure projects in Tanzania and Ghana, the only African nations in the “Partnership for Growth,” an Obama administration initiative that Mrs. Clinton helped initiate that promotes investment in developing countries.

The partnership with Mr. Kim sheds light on the business activities of Ms. Mills — a longtime Clinton loyalist who is likely to play a significant role in any future Clinton White House — as well as the interlocking public and private relationships that have long characterized the Clintons’ inner circle. A lawyer, Ms. Mills has been a target of Republican critics for her central role in determining which emails from Mrs. Clinton’s private server would be publicly disclosed, and for sharing information about Africa — later designated as classified — with the Clinton Foundation while working at the State Department.

US govt employee, Cheryl Mills group, " BlackIvy," is developing a privately-financed dry port that will be located 56 km outside of the Port of Dar es Salaam, and will use shuttle trains to take transit and upcountry cargo to and from the Port,” BlackIvy spokeswoman Erin Pelton confirmed to Breitbart News. “BlackIvy is focused on in-land logistics, not operating seaports,” Pelton added, denying that BlackIvy is running into opposition from the Tanzania Ports Authority.

So how did BlackIvy, a brand new firm with no discernible track record of building ports, manage to become an overnight player in the East African energy market?

It turns out Clinton’s former aides had some help from a company called Symbion Power, which was created to profit off rebuilding efforts in Iraq and Afghanistan after the U.S. invasions. Symbion Power happens to be a very good friend of Hillary Clinton’s.

BACKSTORY Hillary's pal, Sid Blumenthal was the conniving Clintons' bagman---a $325,000 employee of the Clinton Foundation, he had numerous paid side interests----promoting any number of foreign deals and schemes in which he had a financial interest.....many of which were predicated on the toppling of Libya's Khadaffi.

Blumenthal was ambidextrous---chronically emailing Hillary Libya foreign policy messages w/ one hand....his other hand firmly in the State Dept cookie jar.

In one confidential e-mail to Clinton, Blumenthal was clearly colluding w/ onetime Amb Joe Wilson (Valerie Plame's hubby) to help himself to the tax dollars in the State Dept cookie jar.

GAME ON Amb Wilson pumped himself up as a 'director' of Symbion Power---an outfit seeking millions of dollars in contracts from an obscure government agency chaired by Hillary....the Millennium Challenge Corp. (MCC)

In September 2010, Hillary's MCC awarded Symbion $47 million tax dollars for (cough) 'power projects in Tanzania.'

EVER WONDER how much of the $47 million tax dollars got to Tanzania....after the players divvied it up among Blumenthal, Wilson, the Clintons, Obama?

EXCERPT Free Beacon May 2015--- The Clintons have been working with Digicel CEO Denis O’Brien in Haiti since 2010, in the wake of the disastrous earthquake. Bill Clinton and then-Secretary of State Hillary Clinton had been active players in the country before the quake, but would assume almost total managerial control over the recovery effort via the State Department and the Clinton Foundation.

As Peter Schweizer documents in his book, "Clinton Cash," Digicel received millions in U.S. tax dollars from USAID, an agency overseen by the State Department, as part of the Haiti Mobile Money Initiative. The program was designed to establish a mobile money-transfer system that would allow individuals to send donations directly to friends and relatives in Haiti.

The State Department's "USAID Food for Peace" program, which was under the direct control of Hillary Clinton’s top aide Cheryl Mills, benefited Digicel.....to administer money transfers over its mobile network. Haitians received cell phones and a free Digicel account.

Digicel received grants courtesy of U.S. taxpayers, and collected millions in fees from Haitians every time they used the system, and significantly expanded its user base.

By 2012, Digicel had captured nearly 80 percent of the Haitian mobile phone market, and Haiti had surpassed Jamaica as the company’s most profitable market. Revenues were up 14 percent compared to 2011, and Digicel’s subscriber base increased by almost 30 percent during that period. O’Brien, who holds a 94 percent stake in the privately owned firm, continued to rake in cash. In 2014 alone, O’Brien awarded himself $650 million worth of dividends.

Time to look at Malta to find more dirt on the Clintons.

BACKSTORY Secy Hillary poured billions of our tax dollars into dirt-poor, earthquake-ravaged Haiti as Bill put on his "do-good" act. But Haitian Americans protested the Clinton Foundation offices say dirt-poor Haitians never got a dime...all of the tax dollars have been laundered into the foundation.

REALITY CHECK In some Haitian mountain villages there's no electricity (maybe generators for a few hours), no water, no septic, etc. - but dirt-poor Haiti does have cell-phone coverage.

Reading the many stories of Clinton "do-goodism" in Haiti....he is invariably standing before a Digicel sign. You can bet your bottom dollar the Clintons get a cut of that action.

The Digicel Group is the Caribbean and Central American telecom empire run by Denis O’Brien, an Irish billionaire who officially resides in Malta to avoid taxes.

O'Brien, a multi-million dollar Foundation donor, serves as chairman of the Clinton Global Initiative’s Haiti Action Network.

Digicel, the largest mobile provider in Haiti, invested $45 million in the project, which also benefited from $26.5 million in financing from the World Bank-affiliated International Finance Corporation.

EXCERPT---In addition to her full time tax-paid role at the State Department, Cheryl Mills was appointed American Representative to Haiti’s post-earthquake ruling body, the International Haitian Relief Commission (“IHRC”).

Mills also has a longstanding connection to the Clinton Foundation. She was a founding board member and only left when she joined the State Department. As soon as she left in 2012, she went right back to the Foundation. In fact during her tenure, corporate filings made by the Clinton Foundation continued to list her as a board member. So she’s always been looking out for the Foundation — she’s like family.

In her thirty trips to Haiti, Mills worked closely with Bill Clinton, the U.N. Special Envoy To Haiti, who headed the Clinton/Bush Haiti Relief Fund at the request of Obama. Bill had been appointed as the Co-Chair of the IHRC, along with the President of Haiti. And, of course, he was the head of the Clinton Foundation.

In addition to controlling billions in US tax dollars, Bill started his own "Haiti Fund" through the Clinton Foundation, collecting an additional $86 million that he solely controlled.

Bill was definitely the man to go to in Haiti. And right behind him was Cheryl Mills, who had no experience whatsoever in emergency relief programs.

Mills also finagled a contract to rebuild Haitian schools for her live-in David Domeinci, father of her children. So, didn’t the two top people at the State Department notice the giant conflict of interest they were creating in even considering the Haiti proposal to benefit the family of a top employee and decision maker in Haiti? Through a Foundation that Mills had strong ties to and that was controlled by the Clinton Family?

Apparently not, but of course, they never expected us to read about it.......in Vice News, Judicial Watch, Citizens United, Gawker, AP via FOI requests.

It is not clear whether Domenici’s project was ever funded, although the Clinton Foundation website does mention its funding for rebuilding schools without indicating how it was done and who received the money......the Clinton's special version of "transparency."

But here’s what is clear: The Clintons and their cronies were running Haiti. As Special Envoy, and Co-Chair of the IHRC, Clinton made all the decisions. Nothing happened there without his imprimatur. Nothing. No reconstruction contracts were approved, no money was paid out unless Bill okay-ed them....... And Mills was right behind him, traveling to Haiti thirty times herself.

And the Clinton’s cronies, family, Foundation donors, and patrons of Bill’s corporate speeches benefited handsomely by their connections to the rulers of Haiti.

According to The New York Times, Hillary’s brother, Tony Rodham, testified under oath that he was given 10,000 acres of land in Haiti by a “guy” who wanted to build housing. Tony described his access: “I deal through the Clinton Foundation. That gets me in touch with the Haitian officials.” (hat tip thehillarydaily.com0

She doesn’t recall, she doesn’t recollect. She’s not sure. She just doesn’t know. Hillary Clinton’s counsel and chief of staff doesn’t know a lot of things. She can’t remember testimony she gave. She isn’t sure if she spoke to anyone – she doesn’t remember Hillary’s email address, she doesn’t even know who might know anything. During seven hours of testimony before Judicial Watch, Cheryl Mills said “I don’t know” or some variation of ignorance at least 189 times.

Mills is clearly adept at finding ways to proclaim her ignorance. She was Bill Clinton’s counsel during the impeachment proceedings in the 1990s and has been a close advisor for both Bill and Hillary Clinton for decades.

CONCLUSION Mills is a very bad actor. She is one of Hillary’s most vicious and loyal Janissaries. She is long overdue for prosecution IMHO.

HAT TIP STINGRAY51 Cheryl Mills was Hillary’s chief of staff and “Counselor of the United States Department of State”. Despite the word “counselor”, this is not an attorney position.

Most people in that position have not been attorneys (and the current office holder is not!). The fact that Mills is an attorney does not make all of her communications with Hillary privileged attorney client communications. Every lawyer knows this!

Basically, only legal advice and related communications are privileged. Furthermore, as a government lawyer (assuming she was acting as a lawyer), any privilege belongs to the government and not to the government employee the attorney was giving legal advice to as part of her official duties.

So if we were really talking about privileged communications here (which of course I suspect we are not!), the proper approach would have been for Mills and Clinton to turn over the possibly privileged emails to the State Department for them to review to for privilege.

And if the DOJ really wanted to investigate this, they would have challenged the assertion of privilege and if that failed, used the grand jury process to compel production or at least a judicial review of the materials.

This is a total joke and I can’t believe the headlines keep describing Mills as “Clinton's lawyer"....(and Comey letting her sit in on Hillary's testimony.)
