someone please answer a question for an amatuer- the way the article reads the questions were asked to her by Judicial Watch. Why is she under any obligation to answer questions posed by Judicial watch?

Exactly. A pardon needs to be accepted, and acceptance is an admission of guilt. Nixon tried to avoid an admission of guilt while accepting Ford's pardon, but Ford's reps explained they would have to walk away and leave Nixon to the legal system. Nixon, of course, surrendered on the point.
In case anyone has forgotten: Hillary was part of the Watergate team that argued that “I don’t recall” may constitute perjury under certain circumstances.
At any rate, what with all the DNC types having such bad memories one must wonder how they ever plan to write their memoirs?
