It could be good, it might be that Trumps polling show him leading Clinton in Virginia. Doubtful. If Trump is leading, then why push for Pennsylvania, Florida, North Carolina, and Ohio? It would seem the latter three should be givens if he is leading in Virginia.

Leaving Virginia for North Carolina? I doubt it's a sign that he's ahead in Virginia. He should have NC locked up before VA.
He's not leaving a lot of options on the table.
