Russia's lower house of parliament ratified on Friday an agreement with Syria that authorizes the deployment of a Russian air group at the Hmeimim airbase for an indefinite period of time.
The Hmeymim airbase agreement was signed in Damascus on August 26, 2015, and was submitted to the State Duma for ratification in the beginning of August, 2016. The document was approved by 446 State Duma lawmakers.

Obama had all the cards a few years ago with the chance to establish a SOFA agreement and a permanent US presence in Iraq but he gave it away.
Obama blames it on the Iraqis, but the truth is he made unreasonable demands on their parliament to pass the resolution.
That military presence could have been used to support his own nefarious policies, but coupled with his personal incompetence, he failed even himself.

He wanted Iran to close in and take over in Iraq.

OK let me bring you up to speed. ISIS is a Clinton/McCain black op and is run out of the US State Department. They are the foreign policy establishment’s proxy to wage the dirty/covert war on Syria that was soundly rejected by the people when first proposed.
They were created, armed, funded and trained by State under Clinton - Syria was next on her list after Libya. These policies were the direct result of millions in contributions from the Saudis and other Islamic dictatorships to the Clinton Foundation.
Today, John Kerry now has US intelligence supplying SIGINT to ISIS and the USAF acting as ISIS’ airforce.
The State Department has explicitly threatened Russia with terrorist attacks, making it as clear as day that State controls ISIS and always has.

And Hillary did send weapons to ISIS.
Look up the origin of ISIS... 2009 (shortly after Clinton was installed as SoS), Camp Bucca.
Hillary didn’t JUST send weapons. She created ISIS out of whole cloth - remember, they were already looking to go to war against Assad way back then, and would have, if their war push had not failed in Congress.
And let’s not forget John McCain who is the father of ISIS as Clinton is its mother.

Although there has been rivalries between Saudi and Qatari ruling classes, the two have much in common. Examples include: same Islamic ideology of Wahabism and Salafism, funding of jihadists, instigating to topple regimes in Egypt, Libya, Tunisia, and lately Syria.
It is primarily the Qatari oil and natural gas pipeline (North Field) which they want to take to Europe through Syria.

Needless to say Qatar’s Thani royal family funds Al-Jazeera network, and Qatar either outright owns commercial buildings such as Harrods in the UK, or has stakes in buildings such the Empire State. All this together with a history of close relations with the U.S. and also very much the UK makes them economically and politically very influential.
Odds believe that Qatar could be a major player in taking down Assad in Syria because they have a lot of natural gas too.
Has the Clinton Foundation gotten money from Qatar?
The Clinton Family Foundation and the Clinton Library in Arkansas received millions from Muslim Qatar (as well as donations from FIFA, the soccer organization now enmeshed in a bribery and corruption).

Just recently, he gave Michele 100 million dollars tax dollars to give Muslim Morocco to teach Muslim girls (the 100 million came out of Hillary's state Dept slush fund----the Millenium Challenge Corp.)
